How Down Payment Assistance Works
I need to give a quick overview of how down payment assistance works. After that, the programs are listed.
With down payment assistance, you'll run into two different types:
- A grant
- A loan
A Grant
If we meet the qualifications up front, then it's money that does not need to be repaid.
A Loan
If the down payment assistance comes in the form of a loan, then pay attention to the three different types:
- Repayable
- Deferred
- Forgivable
Repayable is just as most imagine. It charges interest over a certain amount of time, with monthly payments until it's paid off.
Deferred loans usually don't require a monthly payment, and typically don't charge interest. It's due in full when you refinance, sell the home, or when it ceases to be your primary residence.
Forgivable loans will disappear if you meet the criteria, which usually comes down to keeping the home as your primary residence for a specific amount of time.
Okay with that, here are the programs!
Alaska
Alaska Housing Home Opportunity Program (HOP)
- What It Offers: Provides grants for down payment and closing costs.
- Who Qualifies: Low to moderate-income households.
- Income Limits: Based on area median income (AMI).
- Repayment: No repayment required if program conditions are met.

Anchorage Area Cook Inlet Lending Center (CILC)
- Assistance: Offers multiple products:
- NAHI Grant: Up to $25,000 (Native American/Alaska Native borrowers only).
- Home$tart Grant: Up to $15,000 (Income-eligible borrowers).
- DPA Loan: Up to 20% of the purchase price (max $75,000).
- Terms:
- Grants: Forgivable after 5 years.
- DPA Loan: 30-year fixed-rate second mortgage (requires monthly payments).
- Eligibility: Varies by product. The DPA Loan is open to all qualified borrowers; Grants have specific demographic or income requirements.

City & Borough of Juneau Mobile Home Down Payment Assistance
- Assistance: Provides up to $20,000 (or 50% of the required down payment) for manufactured homes.
- Terms: Low-interest loan (1%). Repaid over 5 years.
- Eligibility: Residents purchasing a mobile/manufactured home in Juneau. Income limit applies (approx. 120% AMI). Administered by True North Federal Credit Union.

Interior Regional Housing Authority (IRHA) TEAM Program
- Assistance: Provides a grant of up to 20% of the purchase price (max home price $300,000).
- Terms: Forgivable Grant.
- Eligibility: Specifically for Alaska Native / American Indian homebuyers in the Interior region. Income limits apply.
