A Guide to Utah's Local Down Payment Assistance Programs

How Down Payment Assistance Works
I need to give a quick overview of how down payment assistance works. After that, the programs are listed.
With down payment assistance, you'll run into two different types:
- A grant
- A loan
A Grant
If we meet the qualifications up front, then it's money that does not need to be repaid.
A Loan
If the down payment assistance comes in the form of a loan, then pay attention to the three different types:
- Repayable
- Deferred
- Forgivable
Repayable is just as most imagine. It charges interest over a certain amount of time, with monthly payments until it's paid off.
Deferred loans usually don't require a monthly payment, and typically don't charge interest. It's due in full when you refinance, sell the home, or when it ceases to be your primary residence.
Forgivable loans will disappear if you meet the criteria, which usually comes down to keeping the home as your primary residence for a specific amount of time.
Okay with that, here are the programs!
Utah
Utah Housing Corporation (UHC) Down Payment Assistance
- Assistance: Provides a second mortgage of up to 6% of the purchase price (or a capped amount depending on the loan type) for down payment and closing costs.
- Terms:
- Standard DPA: 30-year loan with a fixed interest rate (usually 1% higher than the first mortgage). Monthly payments are required.
- Deferred DPA (New): A 3.5% assistance option that is 0% interest and deferred (no monthly payments) for eligible borrowers.
- Eligibility: First-time and repeat buyers using a UHC first mortgage. Minimum credit score typically 620.

First-Time Homebuyer Assistance Program
- Assistance: Provides up to $20,000 for down payment, closing costs, or buying down the interest rate.
- Terms: 0% interest deferred loan. No monthly payments are required. Repayment is deferred until you sell or refinance. (Note: This is strictly for New Construction homes only).
- Eligibility: First-time homebuyers purchasing a newly constructed home priced at or below $450,000.

HomeChoice Program
- Assistance: Provides up to $70,000 per household to help Utah residents with disabilities or those with a family member with a disability.
- Terms: Financed as a second mortgage with a 1% interest rate over a 30-year term.
- Eligibility: Must meet HUD income guidelines and ADA/Fair Housing Act disability definitions; FICO score of 640 or higher required.

West Valley City Down Payment Assistance Program
- Assistance: Provides up to $7,500 in down payment assistance.
- Terms: Forgivable after five years.
- Eligibility: Homebuyers purchasing in West Valley City; income limits based on HUD guidelines.

West Jordan Down Payment Assistance
- Assistance: Provides up to $7,500 for down payment and closing costs.
- Terms: Forgivable loan. Fully forgiven after 5 years of owner-occupancy.
- Eligibility: First-time homebuyers (not owned in 24 months) purchasing in West Jordan. Must contribute $2,500 of your own funds.

Provo Loan to Own and Home Purchase Plus Program
- Loan to Own: Up to $40,000 in assistance.
- Home Purchase Plus: Up to $60,000 (for lower-income households).
- Loan to Own: 50% is forgiven if you remain in the home for the full 10-year term.
- Home Purchase Plus: 50% is forgiven if you remain for the full 15-year term.
- Eligibility: First-time homebuyers purchasing in Provo. Income and purchase price limits apply ($495,000 max price).

Ogden Own in Ogden Program
- Standard: Up to $10,000.
- Sworn Public Safety Officers: Up to $20,000 (Police/Fire).
- Teachers/City Employees: Up to $15,000.
- Terms: 0% interest deferred loan. Repayment is due in full when the home is sold or transferred. (It is generally not forgivable).
- Eligibility: Income-eligible homebuyers purchasing within specific target areas of Ogden.

Davis County Homeownership Assistance Program
- Assistance: Provides a loan of up to $50,000 to help with down payment, closing costs, or principal reduction.
- Terms: Deferred loan with 1% interest. No monthly payments. The principal plus accrued interest is due when the home is sold or refinanced.
- Eligibility: First-time and repeat homebuyers purchasing in Davis County. Household income must be at or below 80% AMI. (Note: Funding cycles often open July 1st and close when funds are exhausted).

Community Development Corporation of Utah
- Assistance: Provides up to $20,000 for down payment and closing costs.
- Terms: Deferred loan. Repayment is due only when the home is sold, refinanced, or no longer owner-occupied.
- Eligibility: First-time homebuyers purchasing a home anywhere in Salt Lake County (including Salt Lake City) for $522,500 or less. You must contribute **$1,000** of your own funds.
