A Guide to West Virginia's Local Down Payment Assistance Programs

How Down Payment Assistance Works
I need to give a quick overview of how down payment assistance works. After that, the programs are listed.
With down payment assistance, you'll run into two different types:
- A grant
- A loan
A Grant
If we meet the qualifications up front, then it's money that does not need to be repaid.
A Loan
If the down payment assistance comes in the form of a loan, then pay attention to the three different types:
- Repayable
- Deferred
- Forgivable
Repayable is just as most imagine. It charges interest over a certain amount of time, with monthly payments until it's paid off.
Deferred loans usually don't require a monthly payment, and typically don't charge interest. It's due in full when you refinance, sell the home, or when it ceases to be your primary residence.
Forgivable loans will disappear if you meet the criteria, which usually comes down to keeping the home as your primary residence for a specific amount of time.
Okay with that, here are the programs!
West Virginia
West Virginia Housing Development Fund (WVHDF) Homeownership Program
- $7,500 if your loan-to-value (LTV) ratio is 90% or higher (i.e., you put less than 10% down).
- $10,000 if your LTV is less than 90% (i.e., you put 10% or more down).
- Terms: Repayable Loan. This is a 15-year fixed-rate loan with a very low interest rate (typically 2%). You must make monthly payments.
- Eligibility: First-time homebuyers (and repeat buyers in targeted areas) with a credit score of 620+. Income and purchase price limits apply.

WVHDF Movin’ Up Program
- Assistance: Provides down payment and closing cost assistance for Repeat Homebuyers (or first-time buyers over the income limit for the Homeownership Program).
- $5,000 if LTV is 90% or higher.
- $8,000 if LTV is less than 90%.
- Terms: Repayable Loan. 15-year term. The interest rate typically matches the first mortgage rate? (Check specific lender terms).
- Eligibility: Moderate-income homebuyers (higher income limits than the Homeownership Program).

Charleston & Kanawha County HOME Blend Program
- Assistance: Provides up to $27,000 total assistance ($25,000 for down payment + $2,000 for closing costs).
- Terms: Forgivable Loan.
- 0% interest, no monthly payments.
- Forgiven monthly over a 10-year period. If you stay 10 years, you owe nothing.
- Eligibility: First-time homebuyers purchasing in the City of Charleston or Kanawha County. Income limits apply (approx. 80% AMI). You must contribute $500 of your own funds.

Martinsburg and Eastern Panhandle HOME Consortium Homebuyer Assistance Program
- Assistance: Provides up to $14,500 for down payment and closing costs.
- Terms: Forgivable Loan.
- 0% interest, deferred.
- Fully forgiven if you remain in the home for 5 years.
- Eligibility: First-time homebuyers purchasing in Berkeley, Jefferson, or Morgan counties (including Martinsburg). Income at or below 80% AMI. Must contribute $500.

City of Wheeling Home Investment Partnership Program
- Assistance: Provides up to $10,000 for down payment and closing costs.
- Terms: Forgivable Loan.
- 0% interest, deferred.
- Fully forgiven after 5 years of owner-occupancy.
- Eligibility: First-time homebuyers purchasing in Wheeling, Weirton, Ohio, Marshall, Hancock, or Brooke counties. Income limits apply. Must contribute $500.

Huntington Homebuyer Assistance Program
- Assistance: Provides up to $25,000 (or 25% of purchase price, whichever is less).
- Terms: 0% Interest Repayable Loan.
- This is NOT forgivable. You must make small monthly payments on this loan over a 15-year term.
- Example: A $15,000 loan would cost approx. $83/month.
- Eligibility: First-time homebuyers purchasing in the City of Huntington, Cabell County, or Wayne County. Income limits apply (80% AMI).

Parkersburg & Wood County Down Payment Assistance
- Assistance: Provides up to $15,000 for down payment and closing costs.
- Terms: Forgivable Loan.
- 0% interest, deferred.
- Forgiven if you remain in the home for 5 years.
- Eligibility: First-time homebuyers purchasing in Wood County (including Parkersburg). Low-to-moderate income limits apply.
